CIS Management BV held a business meeting in Moscow on 5 december 2013, which was organized with support of partners - Hamelink & van den Tooren B.V. and NAFCO - Consultants LLC .

Invited experts gave informative presentations and answered raised questions related to the laws of the Netherlands and other European countries including principles of taxation of foreign companies.

CIS Management B.V. intends to continue the dialogue and in March 2014 plans to have a new business meeting, this time in the Netherlands.

CIS Management B.V. has been granted a license by the Dutch Central Bank (De Nederlandsche Bank, or DNB), allowing to perform trust services under the Dutch Act on Supervision of Trust Offices (Wet toezichttrustkantoren, or Wtt). This warrants that trust services provided by CIS Management B.V. meet the highest level of quality standards.

In September, CIS Management B.V. was represented at the conference Invest in Moscow, that was held in Amsterdam and Eindhoven from the 11th until 13th of September.

Representatives of the Moscow Government acquainted the European business community with the main investment mechanisms available in Moscow and gave an overview of the tax, property and other supporting and stimulating measures for industrial manufacture in the city area and promotional conditions for small and middle sized companies.
Discussions held during the presentations and individual delegations in the format of round tables focused on the support and development of small and middle sized companies in Moscow, as well as the attraction of investment to the development of industrial areas (technoparks, technopolises, industrial parks, business incubators) and other priority spheres such as healthcare, education, power engineering, industry and innovations.
Besides receiving highly valued information, the CIS Management team used the opportunity to interact with the Business Community in the Netherlands and Representatives of the Moscow Government.

The Netherlands move to more transparency and compliance with substance requirements

On August 30, 2013 , The Vice Minister of Finance presented in a letter the results of investigations regarding violations/abuse of tax treaties concluded by the Netherlands. The Netherlands reconfirmed to actively embrace the action plan of the OECD (Organization for Economic Cooperation and Development), published on July 19, 2013. The Vice Minister drew attention to the fact that measures should be taken at the global level (or at least at the level of the European Union) and execution of treaties shall be mutually binding for both sides of the treaty.

Dutch government introduced a new benefit for businesses allowing them to utilize accelerated amortization on new assets

On 24th June 2013, the Dutch government introduced a new benefit for businesses allowing them to utilize accelerated amortization on new assets acquired between 1 July 2013 and the end of the year. This is one of the measures introduced by the government to stimulate recovery of the economy.

A new DTT between the Netherlands and Germany which is to replace the original DTT dated back to 1959 enters into force on 1 January 2014. The new treaty is aligned to OECD model representing an internationally recognized standard. New clauses have been implemented with a view to eliminating situation where income is taxed in neither state.

ROBERT BRON WROTE AN ARTICLE FOR THE MOSCOW TIMES BUSINESS FOR BUSINESS SECTION THAT WAS PUBLISHED ON THE 18TH OF JUNE 2013

This year marks a 400-year relationship between Russia and the Netherlands. The Russian-Dutch relationship is being celebrated extensively with joint economic, social and cultural events in both countries. Russia and the Netherlands have developed close ties in numerous fields like agriculture and food, health products, natural resources and, of course, football. There is also a strong link in the field of financing. Many Russian companies are financed by ING Bank, a Dutch bank. Another financing aspect is the holding structures containing Dutch intermediate companies which are used for investments by foreign investors into the Russian economy and vice versa, for foreign investments by Russian investors. In 2011, 12 percent of these foreign direct investments into Russia, which could have come from all over the world, were channeled via the Netherlands.
