Since the European Court of Justice’s ruling in November 2022, the Dutch UBO-register has been inaccessible to the public. Limited access was granted to statutory directors and UBOs themselves, but it was only possible to view the registered information; obtaining a certified extract was not possible.

However, legal entities in the Netherlands are now able to obtain their own UBO-register extract, which is digitally certified. The statutory director can request this extract on the Chamber of Commerce’s (in Dutch: de Kamer van Koophandel) website using the Dutch governmental digital identification system (DigiD). Given this technical possibility, starting from 1 August 2024, financial institutions (e.g. banks, trust offices, notaries) in the Netherlands will be obliged to obtain this extract from their client during the KYC check, whereas a confirmation letter
